Fullg rown hens do fine in freezing weather and the chcisk naturally go under her if they are cold, no need for aheat lamp. and chick feed with occasional hand full of regular feed is fine.

Maybe he got into it with another rooster, sometimes hens can put up a fight too. If its just his comb thats bleeding he will be fine with no need to do anything.
