We clean out the coop twice a year, spring & fall. Pine flakes are used in there. The poopboard, filled with PDZ, get sifted out everyday or two. Hubs uses a landscape blower to blow out the dust & cobwebs. We don't wash anything down.

We have a poop board filled with Sweet PDZ (to absorb odor and moisture). We use a mesh paper tray to clean-out and put the poo on the compost pile to use in the garden.
We use Sweet Timothy Hay sold in the pet section at Meijer for small animals. It comes in small bags already cut to the perfect size for the nesting boxes.

It has more to do with hours of daylight than temperature. We've never added light to our coop preferring to give them a rest over the winter. Laying resumes as daylight hours increase in the spring. With 6 hens, we would get maybe 6 eggs/week during the winter.
Does you city/town allow roosters? Even though I live on 10 acres, our township doesn't allow roosters. Have your neighbors complained?
