I feed starter grower crumbles, have used a number of different brands, don't use organic as cannot afford it for my large flock but 'crumble' IMHO and experience should not be powdery as you describe.
If you have 'egg laying pullets' you need to buy and feed Layer Pellets vs. Starter/Grower which is for younger birds.
Starter/Grower will not have adequate calcium for a laying chicken.
I also put apple cider vinegar in their waterers at 1 tbsp. per gallon water.
