    1.5 feet is enough for most chickens. Also bc you don’t want them to be higher than the roost. + You only need 4 nestboxes for 16 hens.

    I wouldn’t dare to use a tie wrap. I imagine that if your rooster sticks his neck into something, the tie wrap might get tighter and he could get suffocated.
