I've had some as young as 8 months go broody. Really depend on the breed and then each individual hen. Have you tried leaving an egg or two in the nests? Sometimes it gives them the idea.
You spoil them so! I love it. Right. Two of my 4 Cochin hens are setting. Just that time of year. I figure it's better to let them hatch than try to break them.
