Well how do you want to set up your charger? Will it be indoors 100-200' from an outlet? Or will it be outside that far away? Because the chargers cannot be mounted outside, they are not waterproof. If the charger needs to be mounted outside, then you will have to get a solar powered model.

How old are your daughters? Electric fences don't do any damage, its more of just a surprising jolt, with no lingering effects. Trust me I've been shocked many times while working around...
Just FYI, they make electric fence wire holders that are designed to clip onto a chain link fence and they hold the wire about an inch or so from the actual fence. While the entire fence wouldn't be electrified, you could make enough lines that not much could get through it...
Mice carry lots of nasty diseases, I personally wouldn't keep one I found in my house as a pet. Too much risk. If you want a pet mouse that bad then go to the pet store and pay a quarter for one.

Don't release it because it will just come back very fast.
They make lower strength power supplies for electric fencing, for dogs, cats, raccoons etc... It should be strong enough for the birds as well. Ace hardware sells it online and they can order it in the store for you as well. As well at the other supplies you will need (insulators, wire,etc...)
I soaked the cooler with tons of disinfectant and bleach before I turned it into an incubator. Something must have come along on the pan or maybe the hardware cloth. Is it safe to put disinfectants in the water as it stands? Or will I have to take it apart and remove the pan and clean it out?
Yeah sorry. I built my own incubator out of an old cooler, similar to the gopherbator on the homemade page. The water pan is an aluminum throwaway pan that you get at the supermarket.
