So far, in three shipments of chicks from Cackle, they have sent extras.
In my orders of 25, I got 1 extra.
In my order of 35, I got 2 extra.
When I ordered 50 Pharoah Coturnix quail, they sent me 54.
I got my Red Jungle Fowl from Cackle. Mine are significantly smaller than the other chicks and their colors are more clearly defined than what you show in your picture.
I'm in MO, too. Got up to 108 the last couple days. The chicks have a fan and plenty of water. They pant a lot. They fluff out their feathers. They love the cold treats I bring them. Haven't seen any real signs of stress that would concern me, yet.

Wow! Cackle notified me via email yesterday at 11:36am that my shipment had left.
I received a call at 7:27am this morning from my local post office that my chicks were here!
My wife picked them up and they are in their brooder already--warming, eating, drinking, pooping and socializing...
...I stopped using them. I figure at least pine shavings are natural and not man-made, processed, unnatural garbage. If they eat a few shavings? *shrug* They learn it's not very tasty and scratch around to find the food.
I've only lost one to crusty-butt (out of 60, so far) and it arrived...
Unless you're using some kind of sunlamp that burns at several hundred degrees, I think your brooder is fine.
I use a rubbermaid plastic tub that is much thinner plastic and a 90w bulb and the plastic is warm--but not hot at all. Never had any kind of issue with heat, yet the chicks are cozy...
I have also found that chickens completely forget all skittish concerns when they discover you sitting down and holding an ear of sweetcorn for them to devour.
Even the most skittish will wind up sitting in your lap and accept petting whiel they are lost in the delight of their favorite treat. ;)

Meyer gave me a credit for the entire order, including shipping. They were very nice and apologetic about the whole situation, so I'll try to reorder again in the Spring.
The quail are smaller. 1/3 - 1/4 the size of a chicken. At least at this point. They're still lagging behind the chickens by a couple weeks of life, but they're about the size of week old chicks now.
