They don't eat garlic or onions. In fact, the chickens will eat the weeds around the garlic, so you don't have to do any weeding!
A 3 foot fence works to keep out our heavy breed hens from the rest of the veggies. The RIR could probably fly over if she wanted, but the chickens get so much food...

but she looks like she has a dwarf gene. Not just because she is smaller, but the leg length compared to body ratio and the other physical differences.
