    By dry, I mean cured. There shouldn't be any solvent left in the paint. Latex is faster drying, so I am inclined to use that rather than oil based. However, if this is a new coop and otherwise unoccupied yet, I would go with oil base for durability.

    Any kind of paint except lead paint, but lead paint is only sold to municipal entities for highway and parking lot striping. After your paint dries, it will be safe.
