So unless there's a medical issue that would be mentioned already if you asked for medical history, it's a behavioral issue if the dog doesn't want you to touch some part of it?

If you look through the first 50ish pages, that was the plan, but there are just no puppies available in any breed that would work for us that are near us for about two years because of waiting lists.
