Honestly, GIMP was the one I use, and would recommend. :lol: It's a baffling piece of software at first, but it really is pretty powerful once you figure out how to tell it what you want. There are a fair number of good tutorials for it too, as I recall.

The themes seem pretty good---my biggest complaint is the headers. They're very large, taking up a significant portion of the page! If they could be cropped down a bit, it'd be easier to see the actual site content. :) Also on the Serama page, the two sidebars capture a lot of attention. If the...
