I dunno, different cultures, different things. The poverty level in India is not what we're use to around here. I would imagine toilet paper is not something on their list of must haves. India has very limited paper products... so there's a reason for washing instead of wiping.
I took my own toilet paper around south america with me. If you could find a public toilet, there was never any toilet paper unless there was someone outside selling it by the sheet.
Isn't the left hand used for washing down there with water, not actually wiping as we use the term?
