Ah... I see what you are referring to! The main vote is at the top left (a number and a plus sign).

The vote for "this startup will" is more business related and doesn't really have to do with BYC:

But, for edification purposes:

IPO = Initial Public Offering: When a company "goes public"
VC = Venture Capital: When a company gets a big investment from a "VC firm"
