Look for tack on that site i said earlier, horseclicks

Most rescue center's won't let you buy one of their horses if you have barbed wire fencing.

Some might! And, if the rest of the pasture is clean/safe, they might still let you!

I looked at the adoption rules, and it didn't say anything about barbed wire. So I'm praying and hoping that barbed wire isn't a problem

Good! The one around here (Midwest Horse Foundation) is really picky about fencing and stuff.
