They would take off the hoop skirt and put on a specially made riding habit with a little drape to the end of the dress. But I have a feeling that I'm glad I was born nowadays, so I can be spunky.

Riding habit (what they wore while riding) only consisted of multiple petticoats, not hoop skirts.

Also, keep in mind they didn't wear hoopskirts throughout the whole 19th century. In the earlier & later half they didn't.
