He is definitely a cockerel. Can't miss him in that lineup.

An older hen may crow, but not a young pullet.

It is just the risk you take when buying chicks or young chickens, nothing unusual. It is a rooster, but I’m sure you will find a perfect new hen, maybe not right now though with COVID19
