Allowing 1sq ft per bird would be a max of 32 but you have to account for lost sq footage to feeders, waterers, and other “furniture” so 20 would probably be max and you may find that 20 is too many depending on your preferences. In a cage production setting like myshire, he keeps 3-4 birds per sq foot without issue....so using that math you would max at 100ish in that size.

but I “nicely” replied with sure you can add some quail but the pheasants will most likely kill them because they currently have less than 9 sq ft per bird

Ideally yes......you could probably still be ok with 15sq ft per bird or maybe even less in a large production flight pen but in a backyard “pet” setting more is better......I can’t even imagine the mess with that many shoved in such a small space!!!!! My aviary need poo removal 4-6x per year and it’s 10x larger
