It can come from eating beef infected with BSE. Doesn't really matter if it's cooked or not.

It takes very high heat across a decent amount of time to reliably destroy prions. Heat like that would burn the meat beyond edibility.

I think @Kiki steaks qualify as beyond ediblity

To destroy a prion it must be denatured to the point that it can no longer cause normal proteins to misfold. Sustained heat for several hours at extremely high temperatures (900°F and above) will reliably destroy a prion.
