It doesn't show the Rio Grande River on that map but it is the southern boundary of Texas from New Mexico to the Gulf of Mexico. The reason that I believe it includes all the counties that border the Rio Grande River is because it says the Rio Grande counties and not Rio Grande County. Since Kiki isn't in one of those counties, it does not matter and she can collect all the local Muscovies that she wants to.

Ah that makes sense. Looking back it does say counties. Although I wonder if maybe that just means the 4 it mentions in the screenshot Kiki shared?? And I wonder where actual Rio Grande County is? If there is one? The only thing I can find is that website.
