Humidity is an average during a hatch. Fill the smallest tank and see what you get. Your place is drier than average.

Dry hatch does not meen no water. It is defined as lower humidity than traditional incubation.

I am somewhere close to you in south LA and we only use broodys, humidity is so bad here, it's like taking a bath if you are outside for longer than 15 min.
