1-year hen not laying

I recently (in March) aquired a golden sebright hen, over 1 yr old. I also got a cock of about the same age, at the same time. The hen hasn't shown any signs of nesting and hasn't started laying. She is in a cage that is about 5 or 6 sq ft with the cock and doesn't have a nest box. Any ideas?

Are both of them laying . try putting fake eggs in the nesting boxes

My one hen is not laying. She almost seems to be dominant over the rooster, which strikes me as ood.
