I can’t separate and meal feed the ones that haven’t started laying

You can feed a starter or 'all flock' type feed to all...and provide Oyster shell for the actively laying birds. I have never fed layer feed.

I understand that, she should be a layer which is why I responded in the first place. But you have 3 birds not laying so you have a mixed flock, not a flock of layers. In that case, as @aart said, the best approach is to provide oyster shell in a separate container and feed a grower or all flock feed. The higher protein in those feeds over that in layer may be just what is needed to kickstart the malingerers. Make sure the new feed is higher in protein than the layer. I'd shoot for 18%. Another option is to mix a higher protein feed with layer 50:50 and that will net 2.5% calcium which will allow using the feed you have now and still provide a Ca level more in line with what they need.
Urolithiasis is showing up even in birds that are laying, so one can only imagine the damage to birds not building egg shells.

My first three EEs took forever to lay. We got them February last year. October and November was when they started. We get one green, one blue-green and one tan. Could your three be tan/brown layers? There really is no guarantee with EEs and egg color.
