10 week old chicken with recurring splayed legs?

I have a 10 week old barred rock with splayed legs. She has splayed legs when she was about 3-4 weeks old, and we braced her legs with medical tape and about a week later she was fine and could walk. Now, at the age of 10 weeks she is doing splits again and can't walk! What can I do for her to make sure it doesn't come back? The surface she is walking on isn't a problem (shavings) so I am just wondering if I'm doing something wrong! Thanks in advance!!
 
I don't know much about the topic but I'll try to do the best I can. One of our friends Silkie chicks got a splayed leg when they first got it because the previous owner didn't put enough shavings in the cardboard box, what's the floor beneath the shavings? Do you have paper or newspaper in the brooder as well? I don't know how relevant this is because it was with Pheasants but they were grabbing eachothers wings and legs for the first few days and dragging eachother around so maybe it's another bird that they're with.
