10 week old peachick getting color on neck

My 10 week old IB peachick is getting green feathers on neck. I know that the peahens have green and the peacocks have blue neck feathers. But I really think this chick is a male based on other signs (barred feathers on back, standing tall, largest chick from the clutch, and the most active/dominant.) My question is: do the chicks start off with green neck feathers that eventually turn blue if male? Or is the initial coloring also the final coloring? (Sorry but I don't have photos)
 
On young males the feathering on the neck will look green before they molt it and get the blue ones.
