People who were jerks in High School generally know that they were jerks. At ten years, many but not all have mellowed out and moved on. They may feel bad about how they acted back then, but still aren't at the point of apologizing for their behavior. As the years go by, it seems that about everyone is "over it", both the perpetrators and their victims. My class has had reunions every five years (we were the big class with 120 people) and last September we had a reunion with 10 years worth of classes. It was a hoot. There were definitely folks who got some things off their chests.
If you never see those people or don't have connections to them, I wouldn't sweat it. They'll get over it. But if you're still worried and want to apologize, use whatever forum that informed you of the reunion if possible. You could make a general apology, but I'd say try to have a sense of humor about the whole thing and maybe they'll see the humor in it too. Good luck!
