11 week old Easter egger- roo?

We bought three pullets. Could this one be a roo?
I know it has female coloration, but it also has longer tail feathers, is the only one not fully feathered out and has a darker comb that the others.
Thoughts? I'm a chicken noob, and in the city where we can't have Roos, so I want to be sure.
