12-week-old Hmong chicken - pullet or cockerel?

I’ve been raising Hmongs for the first time this year - they’re amazing - but they’ve been very tricky to sex. I was convinced this one was a cockerel for a while, but at 12 weeks old no sign of sex feathers and comb and wattles are still pretty small. The breeder said they’re slow to develop, which makes sense, so I guess any of them could hit a late growth spurt and surprise me, but I was only able to get good photos of this one today. That would be amazing, it would mean I hatched 5 Hmongs and they all look like they’re pullets. Maybe I should buy a lottery ticket?

Did you make a determination? I find them tricky to sex as well but that looked like a pullet to me.
