I know nothing about silkies, but that comb and wattles seem fairly large. So I'd guess cockerel. But wait for people who actually know what they are talking about

Looks like a cockerel comb but, with silkies you can't be positive until it crows or lays eggs.

wattles show up because it is beardless. Both sexes would show them. The bearding gene inhibits the growth of wattles.

It's looking like a cockeral. He seems to be starting to develop streamers in his crest and comp is fairly thick.
