15, 3 week old quail, 4 dead already, starving! HELP!

I just saved 15 3 week old quail from a nutcase, they are all super underweight, some cant even stand up due to dehydration and starvation. They came in a styrofoam box, they were all chilled, living in there own waste, no food or water, 4 were already dead at the bottom of the box, and the rest are barely hanging in there.

• They are now in the box, with new bedding ( wood shavings )
• Feeding them crushed poultry starter
• They have a heat lamp
• there are now 9 of the 15 that are still alive

I weighed one of them but they are like 0.1 grams, hard to believe, but true.
They are all encrusted in there own poop, and very weak.

What should I do? Please help me, help them!

1)Make sure the poultry starter is NON-medicated.
2)Maybe try force feeding the water with a dropper if they are not able to hydrate themselves
3)If you have vitamins give them that or those save-a-chick packs in the water
4)And lastly if you have them dry and warm then HOPE FOR THE BEST!!
