15 week old - cockerel or pullet?

Honestly we are now at 22 weeks and I still can't tell. He/she does not exhibit any roo behavior but it's almost twice as big as the other hens (different breeds) we got at the same time. Our first rooster was trying to crow at 15 weeks and this one hasn't issued a peep that I've heard. There are no Spurs yet and the long curved tail feathers aren't there. We are still hoping for a hen. Here are the latest photos.

100% cockerel. You can easily see his male saddle feathers now.
