16 Days but one chick looks smaller than the rest

It is my first time incubating chick eggs. Day 16 and 1 egg doesn't look to be filling up the space in the egg as much as the others. Lots of movement so it is alive but is it likely that something is wrong with this chick?
 
When I've seen that with my eggs, they just hatched late.

Using a Brinsea Mini Advance. No i didn't think to move them around the incubator! 🙈 I probably did twice ( not on purpose) just because i had to move the incubator. Good tip for next time. Thanks.
If it’s in a cold spot that can definitely cause the egg to be delayed in development. That would be my guess as to why you are only seeing one behind.
