17 Week old BRs feel light for their size - is this normal?

My two 17 week old BR hens feel as if they don't have much meat on their bones! I got them for eggs and as pets. They are still eating their medicated chick starter/grower and are not laying yet. They seem healthy but seem very light when I pick them up. They get a limited amount of treats such as fruit, yogurt, sunflower seeds, peanuts etc. Is this normal?
 
Our BR's stayed light until they started laying and then plumped up. You could probably take them off the starter and get them on layer feed. We switch ours off starter at 8 weeks. We have found that most of our girls really don't fill out until they are about 6 months old.
 
We started feeding or BRs chick grower made by our feed store (looks like ground up pellets, corn, and other grains) at 7 wks. I find they are all still thin under all their feathers and fluff. Can hardly wait for them to bulk up a bit (they are 12 weeks). Gland we're not the only ones with skinny birds!
