Yes, after everyone's input, I went back to compare his saddle and hackle feathers to the two pullets, and while not as developed as his male flock mates, you could tell they were on their way to that particular "rooster" look.

Plus, observed behavior confirmed it: the two pullets are at the point of being harassed by the boys (why they must go tonight), and while the chicken in question was not amongst the harassers, he was also not amongst the harassed.
 
Comb size isn't the best indicator. Some of my BA hens have big floppy combs and others have small ones. I do think those are rooster feathers, though.
