1yr old has yet to lay an egg. Any idea why?

Last spring (2017), I got 2 cuckoo maran chicks. They were both just a few days old when I got them. At a few wks old, I noticed that Paisley was smaller than Poppy, but didn't think it was a big deal. Poppy started laying eggs around 20 wks, but Paisley has yet to lay a single egg! She's not the brightest bulb in the box and kind of trails behind the flock doing her own thing. Her crown and wattle are way darker than my other hens, almost maroon. Is it possible that a hen can never lay an egg? Can I feed her anything to possibly start her producing?

I had a leghorn hen with a similar problem except she had a pale face, she started to lay now, at 15 months. I am concerned about the color of your hens face, I am not sure what is wrong...
 
Color is interesting...could be a circulatory issue.
Was her comb and wattle that dark over the winter....and for her whole life?

I have heard of hens *never* laying, wonder how common it is? I have a serama hen that had a vent issue, sorta partial prolapse. I assumed when it happened that she was about to start laying. She recovered but never has laid an egg, and she is 13 months old.
