A hen will not have much noticeable waddle or comb growth until she is close to laying, they look different because the second one is almost ready to start laying.

Because individuality is a good thing? Seriously though dom's go from no comb and wattles to boom! Combs and wattles for days when they start laying. Mine went from nothing to looking like a scarlet bloodhound in about a month.
