2 Black Cochins... 1 roo?

These two are the same age, about 23 weeks if I remember correctly. I thought they were both roos in the beginning because they're posture was so upright, but now think just one. What do you guys think? The comb is taller and waddle more mature on the left bird. I gave "him" his own photo for a better look. Thanks!
