2 out of 8 hens are laying should i switch to layer feed from grower

alright so my girls are a little over 21 weeks and 2 of them just started laying I am about to run out of grower feed and I am gunna go to the feed store today. should I just switch to layer or keep them on the grower till they all start laying?? I have been offering oster shells free choice but no one eats any??

They are all old enough to be on layer feed and it has the calcium they need.

The brand I use recommends changing at 18 weeks, because those younger cannot tolerate the added calcium.
