Either it's an older pullet that is going to lay any day now, or a cockerel under 12 weeks old age...

how would you know ifs its going to lay soon. But i know its not that old. How old do they start laying

Polish can start laying between 18 to 26 weeks, on average. If this bird was a few months old when you got it, and you've had it for another couple months, it's possible that it's a pullet that's old enough.
