2 remaining chickens won't leave coop

The bottom part of the coop is open except for clear plastic for the winter, but there is only one tiny window upstairs where the nest boxes are.
I do have an electric fence, and the dogs have one as well, but I was doing yardwork at the time and letting the chickens forage and the dogs I thought were out with their people. Apparently the one dog was on the other side of their house and their underground electric fence did not deter it. It only took seconds. I am going to relocate the coop soon to what hopefully will be a safer spot. Thank you everyone for your help.
 
The coop is one of those that say they are perfect for like 10 chickens but no one in their right mind would put more than 3 in. They have the upstairs roost area and a downstairs which is open except for the plastic and a large dog run attached, so they do get fresh air and sun when they wish to. I lured them out today and they were okay as long as I was out there with them, but ran back in when I left. I think they will be much happier when I move the coop.
