I have 2 roosters. (a 7-month old, and a 1-1/2 year old) My 1 and a half year old has been dominant but today the younger one was finally able to mate a hen. Does this mean he is now dominant or does it just mean the other was letting him.

I think other one was of guard and the young one was able to sneak.Young one can get dominance only if he chalange other in fight.

I'm guessing he probably got caught off guard, or the young one found a good time. As "ve" said, he would only become dominant if he was challenging the other one and starting a fight. That would also involve winning the fight.
