A simple harmless, tiny cyst behind the eye could exert pressure on the eye and cause it to water and bubble. I have an ancient Brahma hen who has had a bubbly eye for five or six years from a cyst over her eye, and she's none the worse for it. She gets drops in the eye on days it's especially bubbling.
