2 wk old chicks outside?

I live in Southern California where it's currently 96° with an overnight of 69°. I've had 11 baby chicks in a wire kennel converted into a brooder, in my back room, for a week. I moved it to the patio where it's shaded all day. They're acting hot. How can i keep them cool?
 
I'm in coastal TX and have been brooding my chicks outside from the time they came in the mail(Aug 5th). Our temps where 97 to over 100 every day and at night down to 75 - 73. I was keeping a heat lamp on them at nite when the temps dropped below 85 and a fan on part of the play pool they are in when they started panting. They just need a way to get out of the breeze when they want to.

I also took some Spanish moss and wetted it and draped it over a 2x6 that they could walk on. I set a frozen jug of water in the area as well. They would do what they need to cool down, like walk and sit on the moss, get in the fan breeze or stand next to the frozen jug.
