2 yr old quail with new leg problem

I have had my Quail since March 2020. They have never showed signs of leg issues until now. I have one whose legs are turned all the way inward now. I noticed she sits her leg in the waterer to cool off (I have ice packs & cooling methods I use but she seems to like her feet wet I guess?).. I'm thinking maybe bumble foot but they're turned so badly inwards that her hip area is poking out now & her toes are splayed all over in different directions. I will get better pics, this is the only one I have of her for now. Drinking & eating normally, she's still getting around their cage fine but I don't want her to be in pain.

Her feet look kind of boneless too. What are you feeding them? What is their setup like? Did you get them as adults or chicks (trying to figure out their actual age)?
