Apparently, Buff Orpingtons are meant be really friendly!
As for ducks, take a look at Indian Runner Ducks, Mallards and similar breeds.

I was going to get a Rouen but I looked at the reviews on here some said they are noisey and some sais they were not

Yeah, Muscovies and Mandarins are quiet, but they're flighty birds. So they're not good if you want a really tame cuddly duck, lol.
