Is it 21 days for egg to hatch from when I put them in incubator or 21 days from when they were laid?

Nope, you don't turn them at all once you reach that point. They need to be able to orient themselves in the egg to hatch properly.

No. Just stop turning them at all. They will need to get themselves in place to pip and hatch. They do not need to be turnined at all after day 18.
