Of course they are...SMH...you have my sympathy.

At least these aren't the worst rules I've seen. The ones restricting coop height to something ridiculous (40"!) or run size to something like 30 sq ft (but you can have 6 chickens!) or setbacks of 200 ft from all boundaries and buildings (in a regular suburban type neighborhood) are the ones that I really scratch my head over.

The heat source one I'm sure is well meaning, but probably causes coop fires every year.
 
I have a friend in WY who has been trying for years to get a chicken ordinance passed in her town so she could get chickens. Those sound like rules she would come up with too! We argued about needing heat for chickens for hours ... she believes that it is inhumane to leave them without heat in cold weather. yet she leaves her dogs outside in the backyard year-round with an unheated doghouse.
 
This is the one that I am pretty sure exists in my city. My coop literally shares a wall with my house.......yikes. Hope it never comes up.

It's funny how arbitrary some of the setbacks are. Mine is simply 10' from property line. But I've seen a lot of folks post that they need 150' from property line + 50' setback from buildings... which makes it legal to have chickens in their city but practically impossible, when only 1% of lots can even meet that restriction.
