Are you treating the duckling for splayed leg? Is the hobble secure to where it’s not too tight or too loose? It may take him a few days to get use to the hobble but it has corrected my gosling who couldn’t walk at all, would fall and lay on his back. If you see him falling over, keep uprighting him and kind of support him with your hand lightly so he can figure it out. Hope this helps a little.
