26 week+ Ideal 236 (Leghorn) NOT LAYING???

What is basically A White Leghorn is not laying at near as makes no difference 6 months???? Is it possible to have A matured hen who is not molting be incapable of laying?

An Ideal 236 is probably 75-90% white leghorn, they breed in Ancona for resistance to Mareks disease. This one in particular is not laying, her brood sister is already pumping out large eggs and has been for at least 3 weeks. Admittedly even the laying one of the pair's production is less than I expected.

There are occasionally dud birds that never lay, but hard to label a young bird a dud so soon. She could be slower to mature for whatever reason.
