28 week old EE- no eggs yet. Is this normal?

She has been slow developing as far as red comb goes, and I haven't seen her squat yet. She's bottom of the pecking order, and I don't know if that contributes to the situation in any way. But my other chickens have been laying for quite some time. Is it normal for her to be this late? And she's not a rooster, definitely a hen. :)
 
28 weeks isn't all that "old". They all mature at different rates, and she will lay when her body is ready. I have a barnevelder that hatched 3/21 that hasn't started laying yet.
 
I got an EE this year for the first time and she was the last to start laying. I got her in early February and she did not lay until September 15th. I think EEs are usually late to mature but worth it for the pretty eggs.
