3 chicks out of 40 eggs

Can you get some local fertile eggs to incubate? Check Craigslist or your local area in the state boards here maybe? It sounds like the eggs you got weren't real viable. Sorry, I know after that long it is hard...

Are the eggs fertile? My boys haven't been to active I think because of the heat. When I have checked some eggs lately they have been mostly infertile. A friend gave me a dozen eggs and only 5 were fertile and hatched. I candled the rest and broke them open they were infertile. I put 36 eggs from my birds in my incubator and only ended up with 13 chicks. The rest of the eggs were infertile too. I think the heat has something to do with it as I haven't been seeing my boys doing much mating lately.
 
in the spring I had nearly 100% now maybe 20% my fellas are just to hot to party with the ladies.....I understand I am to hot to party myself
 
My last 1 hatches had less than a 25% hatch rate. This last hatch had 8 make it to lockdown and only one hatch.

I wouldn't give up on chickens. Murry McMurry hatchery is great and so is Ideal hatchery, you can get whatever kind they have available some are straight run only, but most you can choose the sex and they will ship you extras knowing that a few won't make it, and the best part is that they are already HATCHED!!!! I have given up on hatching also and if I get the urge in the future, I'll just use a broody hen.
